Itching Hair Loss Dogs

My dog has very dry skin and hair loss. Ideas?

We took several veterinarians. They found he has a thyroid problem, so now must Soloxine 2x a day. He also changed his diet to Canidae which was recommended to us, and it takes 2 Derm Caps Extra Strength. Nothing has helped and I know that is itching because I find chewing and licking until the stain is tough. Does anyone have any idea or suggestion?
