Does Baldness Matter

how is it possible for bald men to have beards?

When a man goes bald, shouldnt he lose all his ability to grow hair?
Or does baldness not affect hair growth on the face? (or, for that matter, other body hair?)
If baldness only affects the hair on top of the head, why is this?
